This is professional work managing a quality assurance/improvement program for the area of assignment to ensure that the quality of care or services required by internal and external procedures, standards, rules and regulations is being delivered.


Employees in this class evaluate the overall system of care or services, evaluate program or service outcomes, and provide recommend­ations for action and/or systematic or procedural revisions where standards are not met or could be improved.


Incumbents are responsible for the development of performance indicators, outcome measures and appropriate methods of evaluating achieve­ment that may be utilized in a multi‑disciplinary manner. Incumbents also analyze and evaluate quality of care or service data and participate in regular utilization review activities with other designated professionals for the purpose of providing recommendations for corrective and/or improved actions. Perfor­mance is reviewed periodically through conferences and written reports.

Develops and maintains a central clearing house for quality assurance data for the area of assignment and works cooperatively with quality assurance staff in other areas of the County.


Develops and maintains a system for analysis for patient/consumer care, program services, and other related issues, as required by the area of assignment.


Develops data capture tools to measure quantity, quality, and effectiveness of care, programs, and/or services, etc., as required by the area of assignment, and trains agency staff in their use.


Facilitates and monitors problem resolution.


Interprets qualitative and quantitative data and draws conclusions from it in. Makes recommendations for changes in programs, processes, etc., to achieve quality improvements.


Manages quality assurance data and information flow, ensuring the activities are integrated and non‑dupli­ca­tive. Maintains records of quality assurance activities, etc.


May participate in formal accreditation activities, working with agency management and staff to prepare for accreditation surveys and with accreditation staff, such as JCAHO, in the conduct of surveys, as required for the area of assignment. May oversee ongoing systematic monitoring for compliance with accreditation or other standards as appropriate to the area of assignment.


May conduct field surveys, i.e., with clients, non-profit organizations, or others, to determine community needs and services. May conduct site visits to agency and/or service provider work locations to obtain program service data, review processes, etc., as required by the area of assignment.

Prepares statistical, technical, and narrative reports regarding program/service assessment findings and evaluations for quality assurance activities, etc., using computer-based office software.


Provides technical assistance regarding process/quality improvement etc., to agency staff, other service providers, and the general public, as required by the area of assignment.


Receives, collates, and summarizes quality of care or service data and prepares synopses for Division and Department Administration and other interested parties, as authorized.


Reports and recommends to the Director and other program staff as to quality assurance processes and policy development.


Serves on Division and Department program improvement or other performance improvement committees and/or committees, including ad hoc committees, as required.


Trouble shoots in areas of assigned programs including data collection and analysis.


Performs related work as required.

Considerable knowledge of modern office practices, procedures, systems and equipment.


Considerable knowledge of qualitative and quantitative statistical analysis as they apply to the area of assignment.


Considerable knowledge of quality assurance/improvement theory, practice, and application as they apply to the area of assignment.


Knowledge of laws and state regulations, applicable to the area of assignment, for instance JCAHO standards, federal confidentiality laws, HIPAA, etc.


Ability to apply specialized knowledge of programs or services specific to the area of assignment and statistical analysis in order to plan, direct, and coordinate the quality assurance activities in the area of assignment.  


Ability to communicate effectively, both orally and in writing.


Ability to establish and maintain effective working relationships with co-workers, other County staff, other service providers either in person or by telephone, facsimile, voice mail or e-mail.


Ability to gather and interpret quantitative and qualitative data to evaluate programs or services and to present findings and make program recommendations for program and/or process improvements, etc.


Ability to plan and conduct training in quality control/improvement, and best practices, etc., for various levels of staff.


Ability to plan, direct and coordinate quality assurance/improvement activities.


Ability to prepare and complete complex reports in a timely manner.


Ability to use a personal computer.


Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.


Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.





Bachelor’s degree from an accredited college or university with major course work in social sciences or other field closely related to the area of assignment. Four (4) years of experience in quality assurance or systems analysis in a health or human services program/environment or any equivalent combination of relevant training and experience.


Depending upon the area of assignment, may require a valid Florida driver’s license and ability to drive and to obtain and maintain authorization to drive on County business.
