HUMAN SERVICES REGIONAL COORDINATOR

NATURE OF WORK

 

This is responsible administrative and professional health and human services work.

 

Em­ployees in this classification provide technical and administrative support to a multi-service regional human services facility and/or work in partnership with agencies co-loc­ated at an affiliate center(s). They may be based at a regional center or at an affiliate center or in Division offices administering several programs.

 

Incum­bents represent the Division in the community, conducting special assignments related to provision of human or social services, participating in Community meetings and programs, developing community resources and volunteers, and linking programs and services. They also assist individuals in the community who are in crisis with obtaining financial assistance and in providing or supporting case management activities.

 

Supervision is received from an administrative superior and is provided through regular conferences.

 

 

ILLUSTRATIVE TASKS

(May vary slightly based on area of assignment).

 

Supports case management activities, and may provide case management.

 

May be assigned primary responsibility for clients with special needs, e.g., high profile at-risk cases. Advocates for clients, including special advocacy with community and state agencies, public and private health organizations, and non-profit organizations.

 

May manage emergency assistance cases within the Division, at assigned Center and/or affiliate site(s). May make home and site visits and arrange for provider representatives to attend as needed. May manage the functions of an affiliate or satellite office.

 

Assists in developing policies, procedures, and/or work rules, including those related to the efficacy and timeliness of client services. May assist in preparing Division and facility health and safety procedures and Division and Center annual budget and operational goals and objectives.

 

Prepares a variety of statistical and narrative reports related to programs, community organization projects, affiliate and collaborative partnerships, etc. May participate in grant writing activities and in preparing written responses and reports.

Conducts special studies in conjunction with assigned projects and makes recommendations based on findings.

 

May act as regional or Division representative on internal and external committees. May serve on accreditation and continuous quality improvement committees.

 

Assists in developing the Division = s annual training plan. May assist in providing orienta­tion and in-service training. May assist with conducting staff meetings.

 

Oversees Commissioner requests as assigned. Coordinates and evaluates services, tracks timeliness and quality of services provided, etc., and prepares responses.

 

Provides technical assistance, including case consultation to Division, Center or co-located services staff. Ensures that site and agency procedures are followed and may supervise Division and/or Center staff in the absence of the Team Leader, making case assignments and reviewing work.

 

Assists in quality improvement activities and projects. Evaluates, measures, and ana­lyzes quality of services. Prepares quality assessment reports and makes recommendations for improvement.

 

Responds to inquiries regarding Department, Division, and Center services and makes referrals based on consid­era­tion of need and program policies and procedures.

 

Enters client data via computer, ensuring that transfer of client infor­ma­tion to other service providers is in accordance with confidentiality policy and regulations.

 

Acts as a liaison between the Division and public, private, and community agencies to develop community resources and to promote program services within the community. Acts as liaison and mediator between regional and satellite centers.

 

Develops collaborative community partnerships to develop resource partnerships for shared target areas. Recruits volunteers and other partners from the community.

 

Facilitates service delivery and case management at affiliate site(s) and other locations to in­crease access to services. Co-manages services in support of on-site providers/partners.

 

Attends conferences, workshops, and professional meetings representing the Division. May make presentations, for example, explaining services available through the Division = s Centers. May partici­pate or support community events sponsored by the Division and community partners.

 

 

KNOWLEDGE, ABILITIES AND SKILLS

 

Knowledge of social work principles, techniques, and practices and their application to specific casework and community problems.

 

Knowledge of the principles and practices of case management.

 

Knowledge of public sector budget principles and practices.

 

Knowledge of quality measurement and outcome measurement practices and applications.

 

Ability to plan and administer public sector operational budgets.

 

Ability to plan and coordinate social services among and/or between County and community agencies or providers.

 

Ability to plan and coordinate social services for unusual, high risk, high profile cases requiring special advocacy or interventions.

 

Ability to develop collaborative community partnerships, e.g., to develop resource partnerships, etc., as required in the area of assignment.

 

Ability to coach and provide administrative, professional, informational, and/or technical assistance and advice to co-workers and service providers.

 

Ability to plan and present work-related or program-related training.

 

Ability to prepare technical and narrative reports using basic office automation software.

 

Ability to use a personal computer.

 

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

 

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

 

Skill in analyzing written and statistical information, drawing conclusions, and developing recommendations based on the information.

 

Skill in presenting training and in making public presentations.

 

 

REQUIRED EXPERIENCE AND TRAINING

 

Bachelor’s degree from an accredited college or university with major course work in a social science-related field or other field closely related to this assignment; four (4) years of experience in social service delivery or group counseling including one (1) year of supervisory experience; or any equivalent combination of relevant training and experience.

 

 

NECESSARY SPECIAL REQUIREMENT

 

This classification involves field work and requires a valid Florida driver’s license. Incumbents must be able to drive and to obtain and maintain authorization to drive on County business.
