This is professional and administrative work conducting and administering Department-wide internal reviews of Human Services Department programs, services and operations including grant funded programs, contracts, purchasing and lease agreements.
Emphasis of the work is on the examination and analysis of performance measures, internal processes, program performance standards, financial records of divisions operating in Human Services including grant funded programs.  Employees frequently work as a team member in conducting performance and compliance reviews and special assignments, but may be assigned to small-scale less complex reviews independently.  Incumbents must exercise professional knowledge and independent judgment in the review of income and expenditures, recognition of accounting and mathematic errors, irregularities and system of control problems which require action.  Supervision is received from a professional superior who reviews work progress and completed work for adherence to County policy,  Administrative Codes, and program guidelines.  Performance is reviewed periodically through completed tasks, conferences, written reports and program achievements.
Employees in this class are expected to coordinate and manage operations with considerable independence, although all major decisions are referred to an administrative or programmatic superior for advice and direction. 


Analyzes and issues compliance determinations and recommendations with regard to internal procedures for cash handling, emergency assistance, numbered procedures and general standard operating procedures including their compliance with County policy and procedures.
Assists in the development of projects, programs, contracts, and grants and in the development of monitoring and evaluation policies, procedures and schedules. 
Conducts Department-wide internal reviews for validation and verification of processes related to quality assurance, performance measurement, contract terms and monitoring processes, procedures and data reports.
Conducts periodic reviews of Department contract administration processes, including quality assurance data collection policies and procedures with respect to audited financial statements, invoice processing and performance report review, suspension of payments, timeliness of evaluation reports, corrective action and follow-up, contract renewal, and evaluation report processing.
Determines whether divisions are performing in compliance with funding requirements, laws and regulations, and in a manner consistent with objectives and standards of administrative practices.
Performs follow-up examinations to determine if program performance recommendations or corrective actions have been implemented.
Plans and schedules periodic performance reviews of grant funded programs; reviews program and fiscal performance following established monitoring policies and procedures; reviews percentage of client load in relation to goals, status of budget expenditures, validates performance indicator data, reviews funder’s monitoring reports and findings and agency implementation of corrective action plans, and other evaluations or assessments as needed.
Prepares statistical reports, project reports, monitoring and/or evaluation reports and related data using basic office computer software applications. Prepares reports of supporting information after completion of performance review project.
Reviews evaluation reports and corrective actions issued by contract monitoring units and review findings resolution.

Identifies weaknesses and makes recommendations to Department for necessary action plans to correct or improve quality and compliance deficiencies.
Performs related work as required.


Knowledge of best practices in quality assurance and/or continuous quality improvement.

Knowledge of human/public service contract and grant initiation and administration.
Knowledge of modern office practices, systems and equipment.
Knowledge of standards to evaluate the efficiency and quality of management capacities.
Knowledge of strategies to measure outputs and relevancy to programs.
Knowledge of the principles, practices and techniques of management, and organization.
Knowledge of the standard practices in the fields of local government or public procurement, budgeting and accounting.
Ability to apply policies and procedures specified in quality assurance program guidelines.
Ability to communicate clearly and concisely, verbally and in writing.
Ability to exercise judgment and discretion in making sound evaluation decisions.
Ability to independently plan and accomplish a variety of contract audits assignments of moderate difficulty.
Ability to promote and maintain an objective attitude in the conduct of performance reviews.
Ability to research best practice models for contract/grant administration, monitoring and/or evaluation, and human/public services.
Ability to understand, interpret and implement performance policies, goals and programs.
Ability to use a computer, particularly word-processing and spreadsheets, at a proficient level.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.


Bachelor’s degree from an accredited college or university with major course work in public or business administration or other field closely related to the area of assignment; two (2) years of experience in a staff or administrative capacity initiating, managing, coordinating, monitoring and / or evaluating contracts, grants and/or leases; or any equivalent combination of relevant training and experience.

Required to possess a valid Florida driver’s license and to be able to drive throughout employment and to obtain and maintain authority to drive on County business.
