REFUGEE JOB DEVELOPER

NATURE OF WORK

This is professional work in the County’s refugee employment program which provides employment and career development related services to clients with limited English proficiency.   Work involves job development or job finding and/or working with local employers to create job opportunities for program clients, including regular employment clients, hard-to-serve clients, and career laddering clients, based on client skills, abilities, and background.


Work involves establishing and maintaining contacts with major employers in the community in order to develop or find employment opportunities for clients in the County’s refugee employment program/s. Also conducts periodic surveys of local employment market conditions, develops and maintains client population profiles, and participates in community groups to promote the program and expand employer participation. Works with other professional, para-professional, and administrative support staff assigned to the program to help assess program client employment needs and to provide guidance for clients in making contacts with employers. Also responsible for placement of career laddering clients and will assist other program staff with placement, follow-up, and case management for employed career laddering clients.

 

Work is performed under general supervision from an administrative or professional superior who assigns work and assists with unusual problems. Work is evaluated for effectiveness of results and adherence to Federal, State and local requirements through conferences and written reports.

 

ILLUSTRATIVE TASKS

Establishes and builds relationships with business, commercial, industrial, and other private and public sector employers to obtain information about job openings in occupational areas that correspond to the occupational training, education, or experience of program clients. Contact may be made by site-visit or by telephone.

 

Gathers data regarding labor and employment trends in the community to determine occupations available using surveys or other data collection methods.

 

Analyzes job content for major occupational categories, developing data on employers, identifying prevailing wages, and other information needed for the program or as requested.

 

Prepares a job market survey report and provides and updates the information to Vocational Counselors/Refugee Case Workers.

 

Prepares program and other reports, using basic computer based office software applications.

 

Creates and maintains a database of current and potential employers.

 

Organizes and/or attends job fairs, conferences and meetings in the business community.

 

Develops and maintains client population profiles with the purpose of identifying general job skills and professions among the refugee/entrant population.

 

Performs related work as required.

 

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of appropriate techniques and methods used to research and identify job openings.

 

Knowledge of local labor market trends and conditions impacting the refugee/entrant population.

 

Knowledge of employer locations, government organizations and job openings in BrowardCounty.

 

Some knowledge of the local immigrant community.

 

Ability to advocate and negotiate on behalf of clients.

 

Ability to network with professional and community groups to enhance job development.

 

Ability to prepare records and reports using computer based office applications.

 

Ability to use a personal computer.

 

Ability to communicate clearly, both verbally and in writing.

 

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty’s Ethics and Conflict of Interest policies.

 

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, ethnicity, religion, age, gender, disability, sexual orientation, marital status, or political affiliation.

 

 

 

REQUIRED EXPERIENCE AND TRAINING

Bachelor’s degree from an accredited college or university with major course work in a field closely related to this assignment; two (2) years of experience in job development for skilled and/or professional clients, public relations, or commercial sales; or any equivalent combination of relevant training and experience.

SPECIAL REQUIREMENT

Must have a valid Florida driver’s license and to be able to drive and to obtain and maintain authorization to drive on County business.
