ACCOUNTS PAYABLE SPECIALIST

NATURE OF WORK
 
This is complex independent accounting work and may include some supervision of accounting clerical staff.
 
Work involves collecting required documentation from agencies and/or vendors and entering data into the County’s financial system. Work also involves conducting research in order to respond to vendor, agency or auditor inquiries. Incumbent is responsible for auditing payments, reviewing travel vouchers, correcting vendor tables and document retrieval in response to public enquiries. Duties are performed in accordance with accounting procedures. Work is reviewed for accuracy and conformance to policy.
 
ILLUSTRATIVE TASKS
 
Processes payments to suppliers in compliance with established procedures, ordinances and Florida statutes.
 
Maintains the financial records of expenditures on purchases for the County; maintains detailed spreadsheets for reconciliation to the general ledger; documents accounts payable procedures.
 
Audits invoices, payment packages, vouchers and supporting documentation for completeness and accuracy and proper authorizations.
 
Maintains accurate records and prepares management reports.
 
Reconciles account balances at year-end and publishes reports on each vendor for accountability; reconciles accounts payable general ledger balances with associated detail.
 
May act as a lead worker in supervising and approving the work performed by assigned staff.
 
Performs related work as required.
 
KNOWLEDGE, ABILITIES AND SKILLS
 
Considerable knowledge of government bookkeeping practices and procedures.
 
Considerable knowledge of office accounting methods and procedures.
 
Ability to interpret and apply laws and regulations pertaining to financial records maintained.
 
Ability to maintain a helpful and cheerful demeanor when interacting with those who may be angry, frustrated or unpleasant. 
 
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County’s Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

Skill in the operation of a computer utilizing accounting spreadsheet applications.
 
REQUIRED EXPERIENCE AND TRAINING
 
Graduation from high school, including or supplemented by course work in bookkeeping; four (4) years experience in accounting , and in analyzing and auditing accounts; or any equivalent combination of relevant training and experience.
