This is specialized technical professional and supervisory work in a library system.

Work involves responsibility for the administration and effective operation of a specialized unit of the library system. Work requires familiarity with the subject matter of a specialized area of library work and the exercise of initiative, independent judgement and discretion in handling administrative duties. Employees in this class train and supervise professional, para-professional and clerical staff in the performance of duties or work in the capacity of project managers, directing programs or special events. Work may involve heavy public contact with independent judgement and initiative exercised to resolve complaints and problems. Administrative and technical supervision is received from the head of a major library section. Work is reviewed through conferences, reports and program achievements.


This class is distinguished from Library Specialist I by the additional experience required and by the supervisory or project management responsibilities.


Supervises professional, para-professional and clerical staff, and participates in specialized professional library activities.

Provides professional level staff assistance to an administrative superior in specially assigned areas of operation; advises on matters pertaining to programs, projects or work area assigned; develops program or work area procedures and schedules.

Performs administrative functions related to a specialized area of library work; interprets and explains policy regulations and operating procedures.

Initiates community contacts in the interest of the library.

Facilitates the accomplishment of work through providing, obtaining and coordinating a variety of services.

Reviews and recommends selection of books and other library materials; supervises the weeding and eventual discarding of materials.

Develops and implements programs, exhibits and community outreach activities.

Serves as the project manager, working with staff, community groups, volunteers and contract employees.

Provides reader advisory services; evaluates books and makes book selections for library patrons; confers with library patrons about complaints or other public relations matters.

Compiles and maintains statistical circulation data.

Oversees cash handling and fine collection.

Develops and implements a plan of service in literacy, programming/community outreach, periodicals, audio visual services or circulation.

Selects, trains, and supervises staff.

Plans, assigns and reviews the work of a para-professional and library clerical staff engaged in public service and patron record keeping.

Performs related work as required.


Knowledge of professional library methods, materials and practices.

Knowledge of the current literature, trends, and developments in the field of library science appropriate to the areas of assignment.

Knowledge of the functions and operations of the specialized unit to which assigned.

Ability to plan, organize and supervise the work of professional, para-professional, clerical, volunteer and/or contract staff as required by work assignments.

Ability to analyze administrative library problems and make recommendations for their solution.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County’s Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.


Associate’s degree from an accredited college or university; two (2) years full-time para-professional library work, or closely related experience, and one (1) year full-time supervisory experience, or any equivalent combination of relevant training and experience.
