MAINTENANCE/CONTRACTS SUPERVISOR

NATURE OF WORK

This is advanced supervisory and administrative work in the construction, maintenance and repair of county facilities and in negotiation and administration of facilities contracts.

Work involves the assignment and review of subordinate supervisors performing varied duties within a major divisional maintenance and construction program. Employees must exercise considerable independent judgment in carrying out work assignments.

Organizes, coordinates, manages and administers the Facilities maintenance contracts, including parking, grounds/landscape, security, janitorial, waste management, pest and rodent control, and carpet/flooring. Writes and approves specifications, conducts pre-bid and negotiations meetings and interprets and enforces contract requirements.

Work is subject to review by a maintenance superior who offers assistance on unusual or difficult problems and inspects completed jobs for workmanship and compliance with time schedules.

ILLUSTRATIVE TASKS

Initiates extensive oral and written communications with vendors, purchasing agents and building managers to ensure contract specifications are updated and revised to reflect changing circumstances.

Responsible for maintaining complete and accurate written records to document vendor selection and performance in compliance with contact terms.

Manages daily operations of staff performing custodial, landscape, and security functions, through subordinate supervisors.

Supervises staff performing inspections of vendor contractors and subcontractors enforcing compliance with contractual specifications.

Prepares, controls and authorizes expenditures from a large contractual budget. May include preparation of departmental budgets, reports, costs analysis, trend documentation, industry values and systems associated with contractual compliance.

Coordinates the Division's participation in contractual services pre bid meetings, bid award recommendations, contract agreements and change orders if required.

Processes and authorizes outside vendor contractor(s) pay requests.

Requisitions materials; maintains records; prepares and submits reports; recommends budgetary requirements. Prepares and recommends disciplinary or disbarment documents for various contracts programs.

Makes periodic field inspections at work sites; reassigns crews from one job to another, and confers with occupants on work scheduling.

Ensures on a daily basis that the janitorial contractors have adequate supplies and equipment, which conform to the approved products list in order to properly maintain County facilities.

Meets with County Building and Parking Managers and Grounds Supervisor periodically to ensure proper Contract Services are delivered and maintained county-wide on a variety of buildings, including but not limited to; libraries, health clinics, courthouses and office buildings.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge contract terms & conditions.

Thorough knowledge of the occupational hazards and the local, state and federal rules and regulations applicable to the area of assignment.

Thorough knowledge of contacts administration procedures.

Ability to plan, assign and supervise the work of contract and County staff and to assist them as needed in the proper work methods and procedures.

Ability to keep accurate records and to prepare and submit reports.

Ability to write formal proposals and programs.

Ability to understand and assign work from plans, sketches and construction drawings.

Ability to meet with management and others to give presentations, both orally and in writing, when required.

Ability to work with computers in preparing spreadsheets, graphs, and time lines as well as word processing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

REQUIRED EXPERIENCE & TRAINING

Associates degree in Business, Management, Public Administration, Finance, Accounting, Purchasing, Law, Contract Management or related field; Six (6) years progressively responsible experience in contracts administration and negotiation or facilities management, or any equivalent combination of relevant training and experience.
