EVALUATION AND PLANNING ADMINISTRATOR

NATURE OF WORK

This is highly responsible professional and administrative work in planning, organizing, and directing the activities of the Evaluation and Planning section within the Human Services Department. The section is responsible for grant research and development, for department-wide planning and research projects, and for program and operations analysis. The incumbent manages the general administrative operations of the section and may serve as lead with other Human Services Divisions or staff on issues and programs as required. The incumbent advises on the formation of County policies and programs as they pertain to human services issues in Broward County.
 
Work involves responsibility for planning and assigning projects and staff activities in planning, research, analysis, coordination and data management. Responsibilities include administration and supervision, directly or through subordinates, of assigned staff, including program analysts, grant research specialists, staff engaged in planning and coordination activities, information systems personnel responsible for data management, and administrative support staff. Work requires extensive knowledge of local, county, state and federal human service and social service structures, policies and procedures.
 
Assignments are received in the form of broad policy statements with wide latitude for exercising initiative and independent judgment in determining methods and procedures. Work is performed independently with general supervision by the Department Director. Performance is reviewed periodically through completed tasks, conferences and written reports.
 
ILLUSTRATIVE TASKS

Advises and guides the Human Services Department’s policies related to the program areas of interest to the Department and/or assigned to the section. Monitors federal and state legislation impacting funding and services for program areas in the Department and makes recommendations for County, State, and federal legislation related to them.
 
Assigns and reviews the work of professional and administrative staff; assumes responsibility for the administration of project activities and operations, the development of schedules and procedures, and the preparation of related reports and documents.
 
Assists the Department Director through the administration of reviews and analyses of Department-wide policies and procedures; makes recommendations for internal compliance and for standardization of performance goals and objectives.
 
Develops, implements and maintains strategic plans related to program areas assigned to the section and develops and implements policies and procedures for the section.
 
Ensures coordination of grant research and development. Identifies and develops new alternatives for programming and financial resources through collaboration and partnerships with private and public funding entities for program areas assigned to the section. Provides technical assistance to public and private agencies in development of applications for funding.
 
Evaluates community needs and reviews existing County programs which impact the targeted populations.
 
Exercises administrative control over information systems staff involved in automation planning to ensure integration of Department-wide data requirements in systems and applications.
 
Plans and conducts department-wide reviews of adherence to internal controls and established quality assurance procedures to promote and ensure excellence of service delivery.
 
Provides oversight and guidance to the activities of section staff responsible for providing planning, support and coordination to the Department’s emergency management responsibilities.
 
Represents the County to various governmental bodies and at meetings, conferences and seminars as a stakeholder in County-wide programs.
 
Schedules, assigns and supervises performance-focused reviews and analyses of Department programs, systems and operations.
 
Performs related work as required.

Considerable knowledge of human and social services delivery systems, principles and practices.

Considerable knowledge of federal, state, local and private sources of funding and ways in which to obtain resources for program areas of interest to the Department or community.

Considerable knowledge of the principles of management and their application to the ad¬min¬istration of governmental affairs, public and business administration.
 
Considerable knowledge of the principles, practices, procedures, trends and developments in the fields of human services and public administration.

Ability to ensure internal reviews are administered in accordance with departmental policies and procedures.

REQUIRED EXPERIENCE AND TRAINING

Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, or other field closely related to the area of assignment; five (5) years of progressively responsible experience in managing or administering work closely related to the area of assignment, including three (3) years of experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
