This is highly responsible management and administrative work in planning, organizing and directing the activities of the County's Department of Environmental Protection and Growth Management.

Work involves responsibility for the administration and coordination of the emergency management, environmental, and growth management programs, enforcement of building code services and consumer protection activities, protection, restoration and enhancement of Broward County’s natural resources, and organization and direction of environmental health and quality control programs. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.


Directs the administrative operations of the County's Environmental Protection and Growth Management Department.

Administers the strategic planning, redevelopment, growth management, and environmental protection activities of the Department.

Directs through subordinates the planning, scheduling and coordination of divisional activities.

Directs the work of the County's environmental quality control programs; enforces environmental laws and regulations.

Manages the development and implementation of departmental policies, procedures and programs.

Plans, organizes, directs and evaluates the work of a large, diverse staff of professional, para-professional, and clerical employees.

Attends conferences and public and professional meetings.

Performs related work as required.


Thorough knowledge of the principles and practices of urban planning, redevelopment, environmental management, engineering, planning, monitoring, regulation preservation strategies and administration.

Thorough knowledge of all federal, state and local regulatory requirements applicable to urban planning and redevelopment, environmental protection and regulation laws and issues.

Thorough knowledge of administrative management principles and techniques including those involving financial management and personnel management; intergovernmental relations including grant development.

Thorough knowledge of the funding process in a governmental environment as related to budgeting, cost accounting, financial planning and management.

Thorough knowledge of county government organization and objectives, as well as those of the Agency.

Thorough knowledge of management and operation of an environmental quality laboratory testing facility.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Ability to understand and anticipate and control legal liabilities for the county government and the public.

Ability to plan, implement, and coordinate technical and administrative programs.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.


Graduation from an accredited four-year college or university with major course work in engineering, planning, chemistry, environmental science, biology, or related field; seven (7) years recent professional experience in local government planning or environmental protection, including four (4) years experience in an administrative capacity; or any equivalent combination of relevant training and experience.
