This is highly responsible supervisory and administrative work assisting in planning, organizing and directing the operations of the Port Everglades Department.

Work involves responsibility for assisting in the administration and direction of the activities performed at Port Everglades and related facilities. Position incumbent directs the day-to-day functions of the Port Everglades' operating division so as to ensure proper coordination, performance against budget and compliance with policies and appropriate priorities. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports.


Assists the Director in administering the County's Port Everglades Department; directs through subordinates the planning, scheduling and coordination of the Port Everglades' activities; develops policies, procedures and priorities to meet established goals.

Oversees development, implementation and maintenance of strategic, fiscal and capital improvement plans for Port Everglades.

Negotiates with interested groups and agencies, and potential users of the Port Everglades' properties and facilities.

Assists in preparing, monitoring and controlling the Port Everglades' budget and prepares special reports as required.

Represents the Port Everglades' interests before local, state and federal agencies.

Acts for the Port Director in his/her absence.

Represents the County before community groups, service organizations and civic committees to promote the development and use of the Port Everglades' facilities.

Attends conferences and public and professional meetings.

Performs related work as required.


Thorough knowledge of the principles and practices of Port management and public and business administration.

Thorough knowledge of all federal, state and local regulatory requirements applicable to the management and operation of the County's seaport system including security, safety, operations and emergency procedures.

Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.

Considerable knowledge of marine or related terminal facilities, industrial relations and trade promotions.

Knowledge of environmental issues and compatible land-use related to seaport development and operations.

Ability to plan, implement and coordinate technical and administrative programs.

Ability to exercise sound judgement in decision making.

Ability to evaluate performance of the organization and correct as necessary.

Ability to make public presentations and explain technical data to a non-technical audience.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.


Graduation from an accredited four-year college or university with major course work in business or public administration or related field; thorough progressively responsible experience in Port operations and Port management including considerable high level supervisory and administrative experience; or any equivalent combination of training and experience.
