NATURE OF WORK
This position encompasses highly responsible management and administrative work in planning and directing the activities of the Office of Information Technology Application Services.
Work involves responsibility for the development, acquisition, enhancement and maintenance of mission critical, county-wide and agency specific application systems. Position incumbent is responsible to ensure cost efficient and effective support to internal customer organizations within the County, as well as to external beneficiaries of the application systems. Position incumbent provides strategic planning to promote high quality systems that meet or exceed business requirements for ease of use and productivity. Work is performed independently with general supervision by the Office of Information Technology executive management. Performance is reviewed periodically through conferences and written reports and results.
Directs and supervises the acquisition, development, testing, implementation, enhancement and maintenance of county-wide and agency specific custom and package applications through subordinate managers and senior technical staff, providing efficient and effective applications to County organizations.
Develops policies for the acquisition, development, testing, implementation, enhancement and maintenance of county-wide and agency specific custom and package applications, in accordance with industry accepted full lifecycle development methodologies and best practices.
Conducts feasibility studies and cost/benefit analyses of business requirements to improve effectiveness and efficiency of information systems and applications; reviews and approves results.
Contributes to the development of the annual budget, provides estimates and financial plans concerning the acquisition, development, testing, implementation, enhancement and maintenance of county-wide and agency specific custom and package applications.
Makes decisions regarding the selection, training, coaching, counseling, discipline and promotion of subordinates; reviews performance reports prepared by subordinates and rates employee performance; exercises authority for office personnel actions consistent with collective bargaining agreements, County personnel rules and all other applicable rules and regulations.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of current developments in the field of information systems and application development methodologies and best practices.
Ability to plan, organize and supervise, through subordinate managers and senior technical staff, the work of subordinates in a manner conducive to full performance and high morale.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four-year college or university with major course work in computer science, public administration, business administration or related field; eight (8) years experience in large and complex application development/support utilizing formal lifecycle development methodology, including five (5) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
