This is advanced professional administrative and supervisory work in the County's Central Purchasing System.

Work involves responsibility for performing a wide variety of complex professional duties which include providing services to all County Agencies. Work also includes formulating policies and procedures to improve services, providing a liaison between Central Purchasing and User Agencies, and preparing budgets. Supervision is exercised over subordinate professional and paraprofessional personnel in Central Purchasing, a Central Print Shop and a Central Warehouse. Employee exercises considerable independent judgment in determining proper courses of action to follow.


Supervises staff of the Division’s Administrative Section.

Reviews, analyzes and solves highly technical and complex purchasing transactions and problems.

Reviews and approves purchases made by the Purchasing Division.

Coordinates the activities of the Operations Section, Central Warehouse and Print Shop through supervisors.

Contributes to the development of and makes revisions to administrative policies and procedures.

Prepares training material, trains and evaluates professionals within Purchasing and specialized personnel in all County Agencies.

Analyzes data and prepares administrative reports.

Assists in providing liaison with User Agencies.

Attends conferences/meetings with attorneys, vendors, contractors and professional consultants.

Prepares the Division’s budget.

Serves as acting director in absence of the director.

Performs related work as required.


Thorough knowledge of purchasing management as related to the principles and practices of public purchasing administration and procurement.

Thorough knowledge of current methods and techniques utilized in contract development and administration and in cost and benefit analysis.

Thorough knowledge of standard and special procurement and recording practices as applied to purchasing, control, and information systems.

Thorough knowledge of the fundamentals of contract and commercial laws, regulations, and procedures as related to government procurement.

Ability to assist in the administration of a Central Purchasing Agency.

Ability to participate meaningfully in detailed, complex discussions with procurement attorneys and contract specialists.

Ability to express ideals effectively, both orally and in writing.

Ability to assist in planning, directing, and coordinating the work of subordinates.

Ability to assist in organizing and running a Central Warehouse and Print Shop.

Ability to prepare budgets and supportive recommendations.

Ability to organize training material and effectively train subordinates.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.


Graduation from an accredited four-year college or university with major course work in public or business administration or related field; six (6) years experience in governmental purchasing operation including four (4) years experience in supervisory and administrative work; or any equivalent combination of relevant training and experience.


Possession of professional certification as a Certified Purchasing Manager or Certified Professional Purchasing Officer.
