DEPUTY CHIEF FINANCIAL OFFICER/DEPUTY DIRECTOR OF FINANCE AND ADMINISTRATIVE SERVICES

           

NATURE OF WORK

This is complex, professional administrative work in the County's Finance and Administrative Services Department.

Work involves responsibility for assisting in the administration of a variety of divisions, offices, or specialized sections of the County governmental operations. Responsibilities require a thorough knowledge of the operations of the County governmental system and its financial structure. Assignments are received in both specific and general terms with latitude for determining methods and procedures. Work is subject to review by the Department Director for determining adherence to the County's established ordinances, rules, and administrative regulations.

ILLUSTRATIVE TASKS

Assists in directing the operations of the County's Finance and Administrative Services Department.

Assists in preparing proposed and final budgets for the Department for presentation to budget committees, the CountyAdministrator, and the CountyCommission.

Coordinates the activities of the department and its subdivisions with those of other County departments; and when necessary, with comparable organizations in other public and private jurisdictions.

Acts for the Department Director in his/her absence.

Recommends and implements organizational and administrative changes.

Reviews existing organizational patterns, work relationships, space, equipment, and manpower utilization; promotes effective operations through standardization, improvement, simplification and installation of new operating systems.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles of management and their application to the administration of governmental affairs.

Thorough knowledge of the principles and practices of public and business administration.

Thorough knowledge of financial planning, debt structuring, and debt administration.

Thorough knowledge of governmental accounting and auditing principles.

Ability to exercise judgment and discretion in establishing, applying and interpreting departmental policies and procedures.

Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness.

Ability to carry out complex oral and written instructions.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four year college or university with major course work in public or business administration, or field closely related to area of assignment; six (6) years experience in highly responsible administrative work closely related to areas of assignment; or any equivalent combination of relevant training and experience.
