NATURE OF WORK
This is highly responsible, creative policy development and resource allocation work in planning, organizing and reviewing all activities of county government.
Work involves the direction of a central staff with the assignment to be actively involved in the services, capital program and organization of all county government funded activities. Direct assignments are in the form of a broad scope of direction. Work is performed independently with general oversight by the CountyAdministrator. Performance is assessed periodically through conferences, written reports and results.
Administers the County's operating budget and five year capital program; directs the planning, scheduling and coordination of office activities; develops goals and associated policies, procedures and priorities for county government.
Develops, coordinates and maintains strategic, fiscal and management policies for the county operations and the capital program.
Prepares, monitors and coordinates the budgets of county government and prepares special reports as required.
Attends and establishes conferences and public and professional meetings.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the principles and practices of governmental policies, finances, management and budgeting methods and concepts.
Thorough knowledge of all federal, state and local regulatory requirements applicable to the County's financial and budgetary activities.
Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.
Thorough knowledge of the principles, practices and procedures of supervision and county wide organization and administration.
Thorough knowledge and ability to plan, implement, and coordinate complex technical and administration programs.
Ability to express ideas effectively, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four-year college or university with major course work in public administration or related field; six (6) years experience in a large local government budget and management office including four (4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
