NATURE OF WORK
This is highly responsible leadership, supervisory and administrative work, directing the implementation of the Airports’ programs for planning, capital improvements, repair and replacement of existing airport infrastructure and major capital expansion projects.
Work involves the oversight and direction of the implementation of the Airport’s programs for planning, capital improvements, repair and replacement projects and major capital expansion projects. Position incumbent ensures proper coordination, performance against budget, and compliance with policies and appropriate priorities of the Airport system, the Board of County Commissioners, the Federal Aviation Administration (FAA) and the Florida Department of Transportation (FDOT). Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by the Director of Aviation. Performance is reviewed periodically through conferences and written reports.
Assists the Airport Director in administering the County’s Aviation programs for planning, capital improvements and capital expansion projects; directs, through subordinates, the planning, scheduling and coordination of departmental activities; develops policies, procedures and priorities to meet established goals.
Provides leadership and oversees development, implementation and periodic updating of strategic, fiscal and capital improvement plans consistent with federal, state, and local regulatory requirements.
Responsible for the oversight and assistance in reviewing architectural, environmental, construction and engineering plans for airport expansion, capital improvements and development projects.
Represents the Aviation Department’s interests before local, state and federal agencies.
Represents the County before community groups, service organizations and civic committees to promote the development and use of airport facilities.
Attends conferences and public and professional meetings.
Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of airport operations requirements, FAA, and FDOT Rules and Regulations.
Thorough knowledge of the principles and practices of airport planning, project design and construction management, including contract methods and controls.
Thorough knowledge of federal, state and local regulatory requirements pertaining to permitting, security, safety, aircraft operations, and emergency procedures.
Thorough knowledge of the funding and procurement processes in a Florida county environment as related to budgeting, cost accounting, financial planning and management.
Knowledge of environmental issues and compatible land-use related to an airport.
Considerable knowledge of the principles, practices, and procedures of organization, management, and administration.
Ability to manage complex projects.
Ability to identify and evaluate details and make recommendations as appropriate.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County’s Ethics and Conflict of Interest policies.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four (4) year college or university with major course work in architecture, engineering, planning or related field; six (6) years experience in managing large, complex, design/construction projects which may include responsibility in the areas of engineering, planning, construction, and project management for a medium or large hub airport; or any equivalent combination of relevant training and experience.
License as a Professional Engineer is desirable, with ability to obtain a license in Florida, is strongly preferred.
