This is highly responsible administrative and technical work in managing the Water Management Division.

Work involves responsibility for the administration and direction of water resources planning and management programs. Position incumbent is responsible for developing and implementing programs for salt water intrusion abatement, aquifer recharge areas, flood protection, and other water management concerns. Work includes planning, coordinating and providing direction to subordinate sections and technical supervisors throughout the division. Work is performed independently with general supervision by the Director of Environmental Services. Performance is reviewed periodically through conferences and written reports.


Directs, through subordinates, the planning, scheduling and coordination of various water resources management programs.

Develops, recommends, and implements organizational policies, procedures and service objectives.

Develops, implements, and maintains strategic, fiscal and capital improvement plans for the Division; identifies long-range water resource management concerns; coordinates long-range financing of water resource management projects.

Prepares and monitors division budget; reviews recommendations for utility rates and fees.

Attends conferences and public and professional meetings; acts as liaison to state, federal, and municipal agencies and private firms.

Ensures compliance with all applicable federal, state and local regulatory requirements.

Performs related work as required.


Thorough knowledge of all land, state and federal regulatory requirements pertaining to water resources management.

Thorough knowledge of the principles, standard methods, and practices of managing water resources.

Thorough knowledge of the methods, tools, equipment, and practice of water construction and extension work.

Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Considerable knowledge of the principles, practices, and procedures of supervision, organization and administration.

Ability to plan, direct, and coordinate the work of subordinate supervisors.

Ability to express ideas effectively, both orally and in writing.

Ability to plan, implement and coordinate technical and administrative programs.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.


Graduation from an accredited four year college or university with major course work in civil or environmental engineering, business or public administration, or related field; thorough experience in water resources planning and management, including considerable high level supervisory and administrative experience; or any equivalent combination of training and experience.
