NATURE OF WORK
This is professional and supervisory work in performing legal services for the County.
Work involves supervising a group of subordinate professional employees in researching legal questions, preparing resolutions, preparing briefs and legal documents, and rendering legal opinions. Duties include the preparation and trying of cases before administrative bodies and in the courts, investigation of claims and complaints and advising county boards of the legality of their actions. Work is reviewed by a superior through conferences and inspection of documents.
This position is distinguished from the position of Attorney I by the supervisory responsibilities associated with the position as well as the additional experience required.
Performs legal research and prepares opinions on various legal problems for county departments, boards and agencies.
Prepares and drafts or reviews, revises and approves contracts, deeds, leases, and other legal documents and instruments for various county departments; reviews such documents and renders opinions as to their legal acceptability.
Investigates claims and complaints by or against the county government; recommends action to be taken; prepares and tries cases for damage and other suits and hearings; represents the county departments, boards and agencies in such hearings.
Assists trial attorney for the county in the state courts.
Reviews documents prepared by paralegal.
Provides legal advice to staff.
Negotiates resolutions of legal cases.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of municipal, county, state, federal, common law, and constitutional law affecting the county government.
Considerable knowledge of judicial and administrative procedures and rules of evidence.
Considerable knowledge of county ordinances and charter provisions relating to the authority and functions of county departments.
Considerable knowledge of established precedents and sources of legal reference applicable to municipal activities.
Considerable experience in preparing civil law cases and administrative cases.
Considerable experience in analyzing and preparing a variety of legal documents.
Considerable experience in conducting research on legal problems and in preparing legal opinions.
Ability to express ideas clearly and concisely, both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited law school; four (4) years experience in professional legal work.
NECESSARY SPECIAL REQUIREMENT
Member of the Florida Bar Association.
