NATURE OF WORK
This is technical and administrative work assisting in the enforcement of zoning and related land use regulations.
Work involves fulfilling Zoning Official duties as assigned by the Zoning Official.
Work involves assisting with directing and supervising the County zoning inspection, plan review and code enforcement programs. Work includes assisting with the development and maintenance of policies and procedures related to the enforcement of all applicable zoning and other applicable land use laws, ordinances and regulations. The employee attends meetings of the Broward County Zoning Board, Board of County Commissioners and other governmental or administrative meetings as directed by the Zoning Official. Work is reviewed by the Zoning Official through conferences, reports and observation of program effectiveness.
Supervises and coordinates plan review, permitting and commercial certificate of use functions and subordinate technical and inspection staff; occasionally accompanies staff in the field to review unusual or complex problems to give administrative assistance.
Confers and corresponds with architects, developers, property owners, the public and other County agencies relating to zoning matters.
Coordinates the activities of the zoning permit, certificate of use and commercial properties inspection program; makes recommendations for changes in zoning regulations.
Provides training for subordinate staff; conducts staff meetings with subordinates relative to functions supervised; completes employee performance appraisals, meets with affected staff and conducts counseling sessions and progressive discipline (as needed).
Provides Zoning Official services to contract cities.
Assists in the formulation of written procedures for functions supervised.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of zoning and land use principals.
Thorough knowledge of current literature, trends and developments in the field of land use and zoning.
Considerable knowledge of the principles of supervision, organization and administration.
Considerable experience in interpreting site development and landscape plans.
Ability to plan, direct and coordinate the work of subordinates.
Ability to express ideas effectively both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four-year college or university with major course work in urban planning, architecture or related field or equivalent experience in zoning and code enforcement work including four (4) years experience in the supervisory aspects of the work; or any equivalent combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENT
Level III code enforcement certification through the Florida Association of Code Enforcement.
