This is administrative professional and technical environmental work administering the provisions of environmental ordinances, as well as managing natural resource enhancement and protection efforts.

Work involves providing supervisory and high-level professional support for natural resource protection activities related to air pollution, water pollution, groundwater and soil protection and restoration, ecosystem protection and restoration and environmental enforcement. Duties include managing senior professional staff, developing policy recommendations and managing environmental projects. Work is reviewed by an administrative superior through conferences and evaluation of project achievements.


This classification is distinguished from the Natural Resource Specialist III by the additional experience required, by the increased supervisory and administrative requirements and by the greater responsibility for utilizing considerable independent judgement and initiative in performing assigned work.


Manages the scheduling, assigning and supervising of environmental projects; directs and coordinates environmental data collection, evaluation and interpretation.

Assists in the development of divisional policies and procedures.

Manages the review and evaluation of routine and complex environmental license applications for consistency with federal, state and local environmental laws and regulations.

Manages senior professional environmental and engineering staff in the analysis and review of environmental studies and projects prepared by professional consultants; prepares recommendations for the consideration of senior management staff; supervises and participates in the design of environmental mitigation projects.

Manages staff in the preparation of contract plans and specifications for environmental projects and studies; maintains

liaison with appropriate outside agencies concerning environmental issues.

Directs special environmental studies and projects relating to the technical and administrative aspects of natural resource protection and management.

Develops manuals, guidelines and procedures for implementing environmental resource programs; assists in writing, amending and updating County environmental rules and regulations.

Tracks the progress of environmental protection and restoration efforts and works with contractors.

Coordinates programs with other County departments, municipalities and agencies.

Performs related work as required.


Thorough knowledge of the principles, practices and techniques of chemistry, biology, geology, physics and environmental science as related to natural resource protection.

Thorough knowledge of federal, state and local environmental control laws and regulations.

Thorough knowledge of quality control procedures, sampling and statistical techniques used in determining reliability and validity.

Considerable knowledge of basic solid, industrial and hazardous waste handling practices and requirements.

Considerable knowledge of reference sources, current trends and recent research in environmental pollution control and regulation.

Ability to collect, record and analyze technical data relating to environmental science and pollution control; and make recommendations regarding environmental problems.

Ability to apply scientific and technical knowledge with accuracy and sound judgement.

Ability to plan, coordinate, supervise and participate in the work of subordinate professionals and technicians.

Ability to act in emergency situations and respond to changing field conditions.

Ability to communicate effectively both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials, and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, or political affiliation.


Graduation from an accredited four year college or university with major course work in environmental science, biology, marine biology, engineering, chemistry, forestry, geology, hydrology or field of specialization appropriate to area of assignment; thorough progressively responsible experience in natural resource protection work appropriate to area of assignment including considerable supervisory experience; or any equivalent combination of training and experience.
