This is responsible administrative and specialized technical work in reviewing and coordinating approvals of documents related to professional consultant services and capital construction projects.

Work involves review of amendments to and agreements for professional consultant services and change orders submitted by Contract Administrators for accuracy, completeness and compliance with the Procurement Code and Internal Control Handbook. Work also includes reviews of requisitions and documents related to capital construction projects, work authorizations under the library of consultants, change orders, and final payment submittals for construction and consultant contracts. Work requires utilization of independent judgment and initiative to correct deficiencies, resolve problems with Contract Administrators, Project Managers, and/or consultants or contractors involved with the document being reviewed for approval action. Work includes expediting required submittals or approval actions to insure timely completion of capital projects and payment of contractors and consultants. Work is reviewed by a professional superior for accuracy and adherence to policy and procedures.




Reviews and coordinates approvals for contract change orders, Agenda Reports, professional service agreements, budget resolutions, amendments, work authorizations and final payments.

Researches and prepares position statements with recommendations regarding capital construction program policy and procedure.

Researches, prepares and presents materials at Project manager Workshops to improve general knowledge of construction procurement and level of professionalism in managing County construction contracts.

Assists Project Managers with preparation and presentation of change orders, Agenda Reports, amendments, work authorizations and final payments.

Participates in and support efforts to maintain Manual of Practice for Contract Administrators and Project Managers.

Utilizes the County's automated information network and county-wide automated construction project tracking and reporting system.

Performs related work as required.




Knowledge of the principles and practices of construction project management.

Knowledge of the County Procurement Code and Internal Control Handbook requirements for contracting capital construction projects.

Knowledge of Standard Form Construction Contract Documents and Standard Form Agreements for Consultant Services.

Knowledge of the principles of management, organization and administration.

Knowledge of the standard procurement practices in the field of local government.

Knowledge of computer software utilized in producing reports.

Ability to assist administrative superiors with the development of change orders, amendments, work authorizations, final payments and associated documents.

Ability to review highly technical and complex construction documents.

Ability to gather and analyze data and prepare written reports on findings.

Ability to handle multiple tasks and establish priorities for the timely completion of work.

Ability to express ideas effectively both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty’s Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation. 




Graduation from an accredited four-year college or university with major course work in public or business administration or related field; three (3) years experience in procuring contracts for capital construction projects; or any equivalent combination of relevant training and experience.
