NATURE OF WORK
This is complex professional and administrative work in the planning, coordination and administration of the countywide emergency management program. The incumbent is responsible for performing diversified administrative work in order to assist the Division Director in the execution of the Broward County Comprehensive Emergency Management Plan (CEMP).
Work is performed in accordance with the CEMP, established policies and procedures, and involves the use of independent judgment, initiative, and diplomacy in dealing with individuals, businesses, government, military organizations, and various community groups.
Work involves serving as a liaison with municipal, county, state, federal and community agencies. Supervision is received through conferences with an administrative superior and by adherence to established policies and procedures. Work is reviewed through conferences, reports, and program achievements.
This classification is distinguished from an Emergency Management Specialist I by the additional experience required and by the responsibility for considerable independence in managing emergency operations.
Advises and assists the Division Director on all operational and technical matters related to the emergency management program section(s) or function(s) assigned.
Assists municipal, county, and state partners with planning, training, and operational outreach relating to the implementation of assigned emergency management programs.
Maintains operational readiness of the Division and the Emergency Operations Center (EOC); plans, coordinates, trains, and exercises groups and individuals that function within the assigned section(s) or function(s) of the emergency management program so as to assure that the groups or individuals respond as planned; develops, maintains, trains and exercises the requisite standard operating procedures, checklists and job aids.
Prepares project applications for federal and state funds to provide expansion of facilities and services; researches the feasibility of expanded activities and submits reports to administrative superiors.
Assists in the emergency activation functions of the EOC to assure the operational readiness and effective performance.
Functions as the Duty Officer, on a rotating basis, providing the 24-hour emergency point of contact for the EMD; provides appropriate referral or information to inquirers and responds appropriately to those situations requiring further intervention by the EMD and/or EOC.
Develops and delivers emergency management and disaster preparedness education to a variety of audiences.
Assumes project responsibility for administering the activities and operational scope of contracts and grant programs; devises project procedures and schedules; prepares project/progress reports and related data; coordinates preparation of grant proposals and writes grant applications, as needed.
Receives, stores, maintains, and utilizes written materials and equipment necessary for emergency planning, preparedness, response, and recovery to disaster situations.
Facilitates the accomplishment of work through providing, obtaining and coordinating a variety of services.
Conducts special studies/assessments in conjunction with a project; analyzes data and makes recommendations based upon findings.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of emergency management and public safety principles, procedures, practices and regulations.
Knowledge of state, federal and local laws, ordinances, and regulations dealing with public safety, emergency management, and homeland security.
Knowledge of the Incident Command System (ICS) and the National Incident Management System (NIMS).
Knowledge of research techniques, sources and availability of information.
Knowledge of personal computers and effective procedures for their use.
Ability to express ideas effectively, both orally and in writing.
Ability to interact effectively in large or small groups as well as with a wide range of individuals in a diverse environment.
Ability to work independently, in a self-directed manner, or as a team member.
Ability to prepare accurate, detailed operating and program proposals, and informative materials.

REQUIRED EXPERIENCE AND TRAINING
Graduation from an accredited four (4) year college or university with major course work in public or business administration or field related to emergency management; two (2) years experience in a staff or administrative capacity appropriate to emergency management planning and/or operations; or any equivalent combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENT
Possession of a valid Florida driver’s license.
Proof of completion of the following incident command courses must be submitted within six (6) months of hire:
FEMA ICS-100: Introduction to Incident Command System
FEMA ICS-200: Incident Command System (ICS) for Single Resources and Initial Action Incidents
FEMA ICS-300: Intermediate Incident Command System (ICS) for Expanding Incidents
FEMA ICS-400: Advanced Incident Command System (ICS), Command & General Staff/Complex Incidents
FEMA IS-700: National Incident Management System (NIMS) – An Introduction
FEMA IS-800: National Response Framework - An Introduction
Note: may be required to obtain and maintain a Security Clearance.
