NATURE OF WORK
This is professional, consultative, and promotional work assisting in the implementation of various community development programs.
Work may involve supervising subordinate personnel engaged in assisting local government officials and community leaders in mobilizing human, natural and economic resources to achieve maximum development. Work includes coordinating the activities of subordinate personnel, consulting with local leaders to acquaint them with the various aspects of community programs, and attending meetings, seminars, and conferences to attain knowledge relative to community development programs. Work also includes contact with state and federal officials in the analysis of proposed programs and review of existing programs. Work is reviewed through periodic reports, conferences, and evaluation of results achieved.
This classification is distinguished from a Community Development Specialist I by the responsibility for coordinating the activities of subordinates and by providing technical assistance and training.

Prepares grant applications and completes required reports.
Plans and conducts conferences and workshops with public and private groups for the purpose of identifying and finding solutions to problems in community development.
Provides, in conjunction with other staff personnel, technical assistance and training to staff of non‑profit organizations and governmental entities.
Serves as liaison between civic groups, community development workers, the professional staff, and county officials in solving community problems.
Monitors the implementation of community development programs.
May monitor community development grants.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS Some may vary based on area of assignment.
Considerable knowledge of economic, social, and technological needs in the different community areas.
Knowledge of the principles and practices of public and business administration as they relate to community development.
May require knowledge of commercial lending and/or multi-family housing development.
May require knowledge of mortgage loan underwriting or housing finance or development.
May require working knowledge of HUD Rule and Regulations or federal HOME and CDBG funded programs.
Ability to plan and conduct public meetings, conferences and workshops.
Ability to speak effectively in public and to express ideas clearly in writing.
Ability to analyze situations accurately and to plan and adopt an effective course of action.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of BrowardCounty's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.
REQUIRED EXPERIENCE AND TRAINING
Bachelor’s degree from an accredited four year college or university with major course work in sociology, public administration, planning, business administration or a related field; four (4) years experience in community development work; or any equivalent combination of relevant experience and training.
