This is responsible administrative and specialized work in Broward County's Port Everglades Business Administration Division.

Work involves managing all business permits and franchises at the Port including Taxi/ Limo/ Bus, Motor Vehicle Rental, Mobile Food Service, and Crane Service permits as well as Steamship Agent, Stevedore, Cargo Handler, Tug and Towing, Vessel Oily Waste Removal, Vessel Sanitary Waste Water Removal and Vessel Bunkering franchises. Employee processes permit applications, maintains records and compiles data required in the daily operations of the Business Permit Office. Employee in this classification is required to work with considerable initiative in the absence of the superior, and is required to exercise independent judgment within the framework of established policies and objectives. Work is performed under general supervision and is reviewed through conferences, reports and observation of work performance.


Prepares all Franchise agenda items for approval by Board of County Commissioners.

Provides customer service and disseminates information regarding business permit/ franchise applications to company representatives and the general public.

Processes applications; types, maintains and files pertinent records and information relating to business permits.

Issues Port Everglades permit plates and decals to permitees.

Maintains Business Permit and Franchise Master File using applicable software programs on a personal computer.

Prepares all letters and reports relating to business permits and franchises for Division Director and the Board of County Commissioners.

Operates computer verifying and updating all information on new business permit and franchise applications and files.

Answers high volume of telephone calls concerning status of business permits for new approvals and renewals; provides information concerning county policies to the general public.

Patrols jurisdictional areas on a regular basis to identify unpermitted companies, files report on unauthorized activities, and enforces the Port's permit rules and regulations.

Facilitates and coordinates periodic franchise reviews and prepares a Periodic Franchise Review Report to the Board of County Commissioners.

Instructs and trains subordinates to assist with permit and franchise processing, as required.

Reviews construction contract documents to ensure contractors comply with Federal Prevailing Wage Guidelines on all construction projects.

Performs related work as required.


Knowledge of business procedures, including correspondence preparation, filing systems, and report preparation.

Knowledge of all county regulations concerning business permits and franchises.

Knowledge of office supervision procedures and effective customer service techniques.

Ability to operate both a personal computer and electric typewriter to perform responsibilities accurately and within time frames.

Ability to communicate effectively both orally and in writing.

Ability to make arithmetic computations and tabulations accurately and with reasonable speed.

Ability to understand the basic operation of the Permit Office within the Business Administration Division.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

Skill in the operation of a personal computer, word processing systems and office equipment.


Graduation from high school or equivalent recognized certification, including or supplemented by college level course work in business management; three (3) years experience in administrative, County government, computer processing and/or accounting procedures; or any equivalent combination of relevant training and experience. Applicant must possess a valid Florida driver's license at time of appointment.
