NATURE OF WORK
This is technical work in the review of environmental license applications for compliance with environmental regulations.
Work involves the application of basic environmental and engineering principles and practices in the review of license applications for compliance with federal, state and local environmental regulations. Duties include license applications intake and review, fees calculation and collection, responding to applicant inquiries and tracking and performing follow up of environmental license applications. Work requires the exercise of independent judgement in planning and carrying out work assignments with a technical supervisor available for assistance in handling complex work situations. Work is reviewed by a technical superior for accuracy and compliance with desired results.
Reviews and assesses environmental license applications for compliance with federal, state and local regulations related to industrial waste discharge, toxic/hazardous waste products, storage tanks, incineration processes, spray booths, industrial sludge and noise and odor regulation.
Performs environmental license intake and tracking; performs follow-up with delinquent licenses; initiates inspections and enforcement actions.
Reviews license applications for conformity with established regulations and procedures and informs applicants of modifications required for compliance.
Calculates fees and issues environmental licenses, collects and keeps records of license fees.
Prepares and maintains records and reports of licenses issued.
Provides information and assistance to the general public and other government agencies.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of all applicable federal, state and local environmental regulations related to environmental licensing and regulation.
Knowledge of the standard terminology, techniques and practices of environmental regulations.
Knowledge of established policies, procedures and regulations.
Knowledge of engineering techniques and procedures used in controlling all phases of environmental pollution.
Ability to explain environmental regulations and licensing requirements to applicants and the general public.
Ability to determine if environmental license applications are in conformance with local, state and federal regulation.
Ability to keep records and prepare reports.
Ability to calculate fees and use a fee schedule.
Ability to communicate effectively both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
REQUIRED EXPERIENCE AND TRAINING
Graduation from high school supplemented by college level course work in science or engineering; two (2) years experience in environmental license application review or natural resource protection; or any equivalent combination of relevant training and experience.
