NATURE OF WORK
This is supervisory and administrative work managing the operations of a large community or of a small to medium regional park, or assisting in the management of a medium to large regional park with responsibility for designated areas of operation.
Work involves supervising operational areas such as maintenance, recreational programming and services, concessions, campgrounds, security, budget operations and revenue collections of assigned parks. Work includes developing and conducting diversified recreational programs and services at park sites which may include playgrounds, athletics, swimming beaches, nature areas and trails, concessions, shelters, and campgrounds. Duties include developing and managing medium-sized annual park operating budgets; inspecting all park areas and facilities; researching and recommending changes in programs and operations; and preparing and maintaining a variety of operational reports and revenue records. Supervision is exercised over a moderate-sized staff of subordinates. Work is reviewed by inspection and observation of condition of facilities and areas maintained, of recreational programs and services delivered, and by written and oral reports and revenue recorded.
This classification is distinguished from the position of Parks and Recreation Manager I by the responsibility of managing the operation of a larger scale park facility, greater responsibility for areas of operation in regional parks, more opportunity for considerable independent decision-making, and the additional experience required.
Plans, directs and implements a broad and varied program of parks and recreation activities and services to meet the various needs of the public.
Prepares or assists in the preparation of the annual budget for the complete operations of assigned parks or assigned areas for review by a superior.
Supervises the operations of maintenance and recreational services, and supervises the work of subordinate personnel engaged in recreational programming, security and maintenance services.
Supervises the collection of revenues from recreational programs, activities, special events and admissions; reports the progress and potential of revenue production through investigations or special studies; recommends changes in the quality of recreational programs and operations.
May act as manager of a large community park or small to medium regional park, or as assistant manager of a medium to large regional park with responsibility for designated areas of operation.
Plans, organizes, conducts and supervises significant recreational programs and medium-sized special events including education for leisure activities, athletics, tournaments, festivals, concerts, fairs and expositions.
Explains and interprets rules and regulations, fees and charges, and recreational operations to park patrons; enforces or refers enforcement to proper authorities.
Conducts periodic inspections of all park areas and facilities; observes deficiencies in operation, safety, and condition; issues verbal or written directives to correct deficiencies.
Prepares and maintains various operational reports on attendance, inventory, revenues and related information.
Approves or reviews requisitions for materials and supplies for park operations and maintenance; supervises and maintains revenue records; manages park expenditures.
Develops and implements general and therapeutic recreational activities for individuals with social, mental or physical disabilities.
Meets with organized groups, individuals, or other interested parties to provide information, assess community-wide program needs and interests, formulate new programs, and further public relations for the county.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of the philosophy, objectives, equipment requirements and benefits of a diversified program of public recreation.
Knowledge of the operational, safety and maintenance requirements of a community or regional parks.
Knowledge of the basic laws, rules and regulations relating to the use of agency or public facilities as applicable to community or regional park operations.
Knowledge of current literature, trends, and developments in the field of parks and recreational management, and similar programs and services offered by other local and regional parks and recreation departments.
Knowledge of budget preparation and administration.
Knowledge of the principles of supervision, organization and administration.
Ability to manage a large community park or small to medium regional park, or assist in the management of a medium to large regional park with responsibility for designated areas of operation.
Ability to prepare and maintain reports, conduct research and special studies.
Ability to plan, direct and supervise the work of subordinates in a manner conducive to full performance and high morale.

DESIRABLE EXPERIENCE AND TRAINING
Graduation from an accredited four-year college or university with degree in Parks and Recreation Management, Public Administration, Business Administration, Environmental Sciences, Engineering, or other related field; two (2) years supervisory experience in managing a community park, assisting in the management of a small regional park, or overseeing designated areas of operation in a medium or large regional park; or any equivalent combination of relevant training and experience.
NECESSARY SPECIAL REQUIREMENT
Possession of a valid Florida Driver's license at time of appointment.
