NATURE OF WORK
This is highly responsible administrative and supervisory work in planning, organizing and directing all waterfront and terminal maintenance activities within the overall boundaries of Port Everglades - including Parcel "A".
Work involves responsibility for developing and implementing maintenance policies and procedures for the maintenance of all facilities, including office buildings, cruise terminals, warehouses, roadways, container yards, dock aprons and marine fendering systems. Position incumbent maintains all roofing, water lines, sewer lines, exterior lighting, air conditioning, elevators, escalators, loading bridges and electrical systems in accordance with building codes and County policies. Work also includes providing motor pool support for all vehicles in the Port Everglades Department; and maintaining drainage systems and exterior landscaping. Assignments are received in the form of general verbal and written instructions. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences and written reports and observation of areas maintained.
Administers the Port Everglades Department's waterfront and cruise terminal maintenance activities for the County's seaport system through the direction of subordinate personnel.
Develops and implements policies and procedures to ensure that all port facilities are functioning properly at all times through maintenance of elevators, escalators, air-conditioning systems, jetway loading bridges, automatic doors, fire alarm systems and computer controls.
Develops, implements and maintains a comprehensive maintenance program for all port facilities.
Prepares and monitors section budget and prepares special reports as required.
Prepares, monitors and enforces contracts for services such as elevators, escalators, refuse, air-conditioning and water treatment.
Establishes and maintains a program for installation, inspection and repair of the marine fendering system throughout the Port.
Provides motor pool support for all Departmental vehicles and construction equipment.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of the materials, methods and techniques used in a port maintenance program.
Thorough knowledge of all federal, state and local regulatory requirements applicable to utility system and terminal maintenance.
Thorough knowledge of contract administration.
Thorough knowledge of occupational hazards and safety precautions of the work.
Considerable knowledge of the operating principles and functions of the equipment and systems used in the operation of a seaport.
Considerable knowledge of the operating principles and functions of the maintenance and construction equipment used to maintain seaport structures and facilities.
Knowledge of preventive maintenance techniques including computerized maintenance systems.
Knowledge of ornamental and flowering plants, trees, shrubs and grasses used in landscaping for public places in South Florida and their maintenance.
Considerable knowledge of the principles, practices and procedures of supervision and administration.
Ability to plan, organize and supervise the work of employees involved in a seaport maintenance program.
Ability to exercise judgment and discretion in establishing, applying and interpreting policies and procedures.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, handicap or political affiliation.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from a four year college or university with major course work in Engineering or related field, six (6) years experience in seaport and facilities maintenance including four (4) years high level supervisory and administrative experience; or any equivalent combination of training and experience. Registration as a Professional Engineer in the State of Florida highly desired.
