SMALL BUSINESS DEVELOPMENT MANAGER

NATURE OF WORK

This is professional management work performing a wide range of tasks for small business development within the Office of Economic and Small Business Development.

Major work assignments involve supervising section staff in the coordination of business assistance and outreach including goal-setting, certification and compliance for participation in the County’s small business development programs.

Employee in this class must exercise substantial independent judgment and decision making in planning and carrying out assignments.

Work is reviewed through project achievements, reports, programs, and conferring with the Office director.  Employee in this class must possess strong interpersonal and communication skills and the ability to work effectively with a diverse community.

ILLUSTRATIVE TASKS

Manages a variety of activities related to federal, state, and local small business enterprise programs and services.
 
Research and develops long-term objectives, strategies, and approaches to assist small and emerging businesses.
 
Provide small business assistance to companies seeking ways to expedite their access to, and participate in, government business opportunities.

Provides technical assistance on all aspects of small business development.

Provides training, presentations, and workshops for the business community.

Serves as staff liaison to the Small Business Advisory Board.

Performs related work as required.
 
KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of federal, state, and local laws, policies and guidelines in small business development.

Thorough knowledge of principles and practices of small business development.

Thorough knowledge of the methods, procedures, and techniques of conducting research and analyses and the ability to develop reports.

Knowledge of the principles and practices of management and supervision.

Ability to exercise good judgment and discretion.

Ability to communicate effectively, both orally and in writing.

Ability to manage the work of subordinates.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County’s Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.
 
REQUIRED EXPERIENCE AND TRAINING
 
Graduation from an accredited four (4) year college or university with major course work in public or business administration or related field; six (6) years experience in small business development, including three (3) years supervisory experience; or any equivalent combination of relevant training and experience.
