COMPENSATION AND RECORDS MANAGER

NATURE OF WORK

This is highly responsible administrative work managing the Compensation and Records Section of the County's Human Resources Division.

Work involves responsibility for planning, assigning and coordinating programs and staff activities in classification, compensation, and records management. Work includes supervising the activities of subordinate analysts, para-professionals and clerical personnel participating in assigned classification and records management activities. Employee receives administrative direction but has broad latitude for exercising initiative and independent judgement in the performance of work assignments. Work is reviewed through completed tasks, reports and consultations.

ILLUSTRATIVE TASKS

Provides overall direction to studies of individual positions as well as major classification maintenance projects leading to assignment of positions to existing classifications and the creation of new or revision of existing classification specifications.

Plans, organizes and supervises the analysis and evaluation of positions for classification and/or pay purposes; determines which classifications, occupational groupings, departments, divisions or sections are to be studied; reviews findings of job audits and the development of position specifications.

Plans, organizes and directs salary and benefit surveys, including reviewing the comparability of classifications used, analysis of salary data, preparation of comparative summaries and the recommendation of revisions to the pay plan and salary schedules; conducts special salary surveys for selected classifications; studies and recommends internal salary relationships between classifications.

Interprets classification actions, pay administration policies, survey techniques and salary recommendations for employees, including department/division/office directors.

Evaluates existing policies, procedures, rules and regulations, and recommends improvements.

Oversees the approval of all personnel actions resulting in a change of pay.

Conducts research on bargaining unit issues and prepares recommendations, as requested.

Performs related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

Thorough knowledge of the principles, practices and procedures of classification, compensation and records management.

Thorough knowledge of federal, state and local regulatory requirements pertaining to classification, compensation and records management.

Thorough knowledge of the principles of management and their application to public human resources administration.

Considerable knowledge of classification compensation, pay and records management principles and administration of various pay systems.

Considerable knowledge of the standard practices in the fields of local government human resources management, budgeting and accounting.

Considerable knowledge of the principles and practices of public administration supervision and organization.

Ability to initiate and install complex classification and compensation programs and to evaluate their effectiveness.

Ability to exercise judgement and discretion in establishing, applying and interpreting office policies and procedures.

Ability to plan, direct and supervise the work of a staff of professional, paraprofessional and clerical employees.

Ability to express ideas effectively both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

REQUIRED EXPERIENCE AND TRAINING

Graduation from an accredited four-year college or university with major course work in public or business administration, human resources management or closely related field; six (6) years progressively responsible experience in classification and compensation work including four (4) years supervisory experience; or any equivalent combination of relevant training and experience.
