This is responsible administrative and supervisory shift work in planning, organizing and directing the activities in a specialized area of airport management, operations, security, properties and facilities,  ground transportation, airport terminal operation activities for the County's Aviation Department.

Work involves the administration and supervision of large hub and general aviation airport operations; Planning, coordinating & managing area of specific functional areas at a large-hub civil airport (i.e. Airside, Landside, Terminal or Security); management of all airport properties and facilities; and coordination and management of airport terminal operations and the parking and ground transportation functions.

Position incumbent administers aircraft ground operations and safety & security procedures including inspection of facilities, storage and leasehold areas for conformance with established regulations, policies and procedures; assists in coordination, preparation and processing of leases, concession agreements, permits and other related property documents, maintains airport tenant relations, ensures compliance with leases and contract requirements; develops programs for the management of airport terminal and building activities and administers related contracts and develops and implements control programs for the operation and control of taxicabs, limousines, buses, rental cars and courtesy vehicles; develops and coordinates policies and programs to support and enforce airport security in accordance with federal regulations.

Assignments are received in the form of general verbal and written instructions. Work is performed independently with general supervision by an administrative superior. Performance is reviewed through conferences and written reports.


Administers aircraft ground operations and safety procedures in the airport operating area, inspects storage and leasehold areas for conformance with departmental rules, lease agreements, and FAA regulations.

Responds to Airport emergencies and security issues, coordinates use of Aviation department resources internally and with emergency, law enforcement, local, state and federal agencies.

Develops community/tenant relations programs to promote communications and dissemination of information.  Serves as a liaison with foreign, local, state and federal agencies, airport tenants and the public for Airport operations.

Coordinates, prepares, processes and administers leases, concession agreements and rental contracts; develops requests for proposals for concessions; and monitors concession performance and takes follow-up action as appropriate.

Establishes and monitors rates and charges for airport leases and facilities.

Inspects airport facilities, storage areas and leaseholds to ensure compliance with regulations, safety and efficient operations.

Monitors, controls and directs activities in all aspects of airport operations.

Manages the allocation of facility resources to provide efficient and effective services for the public.

Prepares and administers contracts for parking management services; parking security services and employee and public parking lot shuttles and related airport services.

Plans, organizes and supervises the airport terminal building operations and inspections to ensure tenant contract compliance and adherence to FAA, TSA security regulations and emergency plans.

Develops and implements policies and procedures for the use and operation of airport facilities.

Investigates operational problems; makes reports and recommendations to superiors; exercises judgment in immediate decisions relative to airport hazards and problems.

Performs related work as required.


Thorough knowledge of federal, state and local regulatory requirements applicable to the management and operation of the County's airport system including security, safety, aircraft operations, and emergency procedures and control of air traffic.

Thorough knowledge of airline and leasehold operations at a large airport facility, including real property management.

Considerable knowledge of the standard practices of office administration and report writing.

Knowledge of the principles and practices of public and business administration.

Ability to assign and supervise the work of staff performing operational functions in a manner conducive to full performance and high morale.

Ability to analyze facts and exercise sound judgment in decision making.

Ability to carry out complex oral and written instructions.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.


Graduation from an accredited four year college or university with major course work in aviation management, business administration, or related field; six (6) years experience in airport management appropriate to the area of assignment, including four (4) years supervisory experience ; or any equivalent combination of relevant training and experience.
