This is highly responsible management and administrative work in planning, organizing and directing the activities of the County's Animal Care and Adoption Centers.

Work involves responsibility for policy development and process enhancement of customer service functions of the County’s Animal Care and Adoption Centers, coordination of the operations and procedures affecting all the animal care adoption centers and effective enforcement of the animal care and regulation ordinance through the development and management of supporting programs, including adoptions, shelter operations, clinics, humane education, public relations, and animal license tag sales. Work involves considerable interaction with local, state, and national organizations relating to animal care and regulation programs. The incumbent exercises considerable independent judgement in directing animal ordinance enforcement operations. Assignments are received in the form of broad policy statements. Work is performed independently with general supervision by an administrative superior. Performance is reviewed periodically through conferences, reports and observations of program effectiveness.


Plans, coordinates and implements animal care programs and activities for Broward County.

Enforces the County's animal ordinances.

Promotes responsible pet ownership through humane education to reduce the number of complaints and problems related to animals.

Monitors revenues collected; handles dissemination of information to the animal care community on all ordinances and related issues.

Reviews current animal care programs for effectiveness, and implements improvements.

Develops, implements and maintains strategic, fiscal and capital improvement plans for the Animal Care and Adoption Centers.

Communicates with County Departments, County Administration and the County Commission, as appropriate, regarding animal care and regulation policy issues; communicates with the public regarding complaints and problems relating to animals.

Supervises and directs staff involved with the Animal Care and Adoption Centers.

Attends conferences and public and professional meetings.

Performs related work as required.


Thorough knowledge of county, state and local animal care and regulation laws and ordinances.

Thorough knowledge of the remedial care of animals.

Thorough knowledge of principles, practices and procedures of supervision, organization and administration.

Considerable knowledge of the standard practices in the field of animal care and regulation. 

Considerable knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.

Ability to exercise judgment and discretion in establishing, applying and interpreting policies and procedures.

Ability to plan, direct and supervise the work of a staff of professional, paraprofessional, and clerical employees.

Ability to plan, implement and coordinate administrative programs.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.


Graduation from an accredited four year college or university with major course work in public or business administration, or related field; six (6) years of experience in animal care and regulation, including four(4) years high level supervisory and administrative experience; or any equivalent combination of relevant training and experience.
