The Office of Economic and Small Business Development (OESBD) provides certification services to local small businesses in order to bid on Broward County procurement contracts with Small Business Enterprise (SBE), County Business Enterprise (CBE), Disadvantaged Business Enterprise (DBE) or Airport Concessions Disadvantaged Business Enterprise* (ACDBE) program requirements.
Certification in these programs provides a gateway to other OESBD services that support the growth and sustainability of Broward County's business community.
We offer four types of certifications; two local certification programs and two federal certification programs.
NOTE: The Certification Portal will be unavailable January 5 - January 16, 2026 due to our transition to the new Business Management System (BMS). New applications and renewals will not be accepted during this time. Please visit our new BMS starting the week of January 19 to submit new or renewal applications. Completing certification through AccessBROWARD will no longer be available.
OESBD's Federal Certification Services Restructured on June 1, 2019
The Office of Economic and Small Business Development currently participates in the
Florida Unified Certification Program (UCP) as a certifying agency for firms seeking Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) certification. The certification services provided by OESBD for
District Four now includes responsibility for:
- Currently active DBE files
- All incoming files within Broward County jurisdiction
- Incoming interstate files
The Florida Department of Transportation (FDOT) will assume responsibility for new DBE files located outside of Broward County (i.e. Martin, St. Lucie, Palm Beach and Indian River counties). Designated certifying members will assist in ACDBE file processing for files outside of Broward County jurisdiction (excluding interstate applications).
