​Cooperatively delivering an efficient and accessible regional intermodal transportation network helps Broward County achieve its goal of a CONNECTED COMMUNITY. ​

Top Achievements in FY2023​

Transportation Department

  • The Premium Mobility (PREMO) plan was adopted by the County Commission in June 2023. The plan identifies suitable transit capital and operational investments on major corridors and provides recommendations for implementing 76 miles of corridor-based Bus Rapid Transit, 23.3 miles of Light Rail Transit, 11.5 miles of Commuter Rail and 100 miles of High-Frequency Bus Service.
  • In partnership with Construction Management, achieved Leadership in Energy and Environmental Design (LEED) Gold certification from the U.S. Green Building Council (USGBC) for the Lauderhill Transit Center Project, a Net Zero Energy facility.
  • In April 2023, in partnership with the City of Miramar and the Florida Department of Transportation (FDOT), opened the Miramar Park & Ride facility which supports the I-95 Express Service.​​
  • The Florida Department of Environmental Protection (FDEP) awarded $7.8 million to Broward County Transit towards the purchase of 26 new electric transit buses. The County will provide a $26M grant match towards the purchase of the new electric buses in furtherance of the County's goal to have a zero-emission bus fleet by 2035.
  • Received additional grants including $36 million in Federal Transit Administration (FTA) Section 5307 Urbanized Area Formula funds; $3.2 million in FTA Section 5339 Bus and Bus Facilities Formula funds; and $5.7 million in Trip & Equipment Funds from the Florida Commission for the Transportation Disadvantaged (CTD). It is estimated this grant will provide nearly 200,000 transportation disadvantaged (TD) trips.
  • In FY2023, Total System Ridership has increased by 11% over FY2022 with 24,457,097 passengers.
  • Increased the Paratransit Riders Choice Program subsidy from $18 to $30 maximum per trip allowing eligible customers to travel longer distances when utilizing the program. 
  • Fleet Services Division received 40 dual port, level II electric vehicle (EV) chargers providing new and replacement EV chargers for County facilities with the capability to charge two vehicles at a time. Fleet also deployed 28 new vehicles and equipment which includes five additional Electric Vehicles.
  • Added solar lighting to 125 bus stops, providing additional safety for riders.
  • In collaboration with the African American Research Library and Cultural Center, created and launched Threads, a virtual map that showcases places and educates the community about the County's diverse Black History.

Mobility Advancement Program (MAP Broward)

  • There are 57 surtax-funded projects with County Business Enterprise (CBE) small business goals assigned and expected to create $373 million in business revenue and more than 2,300 jobs in FY2024.
  • Delivered dynamic, interactive, public and internal dashboards powered by GIS data and business intelligence tools that track and report on programmatic and financial performance across the surtax program.
  • Awarded $5 million Safe Streets and Roads for All Grant Action Plan grant as co-lead with Broward MPO (Metropolitan Planning Organization) using $1.25 million of surtax and County gas tax in-kind resources as the required match.
  • Creating a $6.25 million Action Plan of safety for pedestrians, bicyclists, vehicular traffic and transit users. This is the required path to be eligible for large $5 billion federal implementation grants.
  • Delivering an accessible regional intermodal network. In FY2023, the next generation municipal surtax grant portal was finalized, tested and piloted with seven municipalities. The portal creates a centralized and dynamic system of management, notifications and technical assistance for municipal partners.
  • Completed an extensive public perception survey and built four regional focus groups around nationally recognized best practices. *Received National Association of Counties (NACo) Achievement Award
  • Develop public engagement and educational experiences about mobility's advancement, using augmented (AR) and virtual reality (VR) tools.
  • Since the program's inception in 2019, 319 county and municipal surtax projects have been completed.

Public Works Department:

Highway and Bridge Maintenance Division

  • Eight surtax-funded projects completed including bridge rehabilitation projects in Hollywood and Coral Springs. Other projects include improvements to roadways with the addition of sidewalks, bike lanes, new pavement markings and drainage.
  • Awarded $18 million in grants for bridge rehabilitation in several areas and flood mitigation in the Broward Municipal Services District (BMSD).
  • In FY2023, there were approximately 16,500 drawbridge openings and closings and 500 storm drains were cleaned.

Highway Construction and Engineering

  • In FY2023, there were 109 transportation surtax-funded active projects, a 47% increase over FY2022. 
  • Received $11.6 million in Florida Department of Transportation County Incentive Grant funds for Construction, Engineering and Inspection (CEI) and construction costs for the Port Everglades By-Pass Road project.
  • Completed the 100% design plans for the Port Everglades By-Pass Road project that will provide a two-lane Port Everglades by-pass road along Spangler Boulevard from east of SR-5/US-1 to Eisenhower Boulevard, north of SE 20th Street.
  • Completed construction of four projects including intersection and sidewalk improvement projects and two mast arm conversion projects.
  • Continued construction of one roadway expansion project in Coral Springs. This $10 million project is approximately 80% complete and is funded up to 50% with FDOT County Incentive Grant funds.
  • Continued the design on two projects including a roadway expansion project in Davie and a bicycle lane/complete streets project.

Traffic Engineering Division

  • Responsible for 1,455 traffic signals, 1,215 school flasher signals, 1,500 streetlights, 3,150 internally illuminated street name signs, 450,000+ pole-mounted signs and 3,500 lane-miles of pavement markings on approximately 1,000 miles of roadway 24/7.
  • Completed installation of a new school zone beacon controller at 1,049 reduced speed school zone beacons (ahead of the 2024 anticipated completion date).
  • Performed more than 250 signal retiming tasks, covering 24 arterial roadway segments, as part of the Traffic Signal Synchronization Program to retime and improve traffic signal coordination on major roadways.
  • Completed 14,015 field maintenance tasks, with 95 percent of emergency service calls responded to within one hour of notification.
  • Implemented a Video Detection Predictive Maintenance program and installed 180 video encoders at signalized intersections allowing for rapid, remote, real-time troubleshooting of traffic signal vehicle detection and is proactive in minimizing any malfunctions.
  • Continuing to upgrade retro-reflective borders for traffic signals, installing signing, pavement markings, numeric countdown timers and accessible pedestrian pushbuttons.
  • In collaboration with Highway Construction and Engineering Division, continue the conversion of old span wire traffic signal support structures to mast arm support structures.
  • As part of the Mobility Advancement Program, completed the installation of an Automated Traffic Signal Performance Measures system at approximately 300 intersections.
  • Converted 313 high pressure sodium streetlights to new state-of-the-art LED light fixtures providing improved illumination at reduced cost and lower levels of energy consumption.
